GEN 4.1 AERODROME/HELIPORT CHARGES
1. GENERAL
The charges outlined below apply to all GACA-administered aerodromes, unless otherwise stated. Information concerning such charges may be obtained at the aerodromes.
2. LANDING CHARGES
2.1 It is determined based on the maximum takeoff weight for each aircraft, as approved by the General Authority of Civil Aviation, in accordance with the following:

2.2 Aircraft parking fees at Syrian Arab Republic airports are 15% of the landing fee for every 24 hours or part thereof, with the first three hours of waiting being exempt from fees.
2.3 A $200 USD fee applies for navigational lighting on landing RWY, whether used during the day in conditions requiring lighting or during nighttime operations.
3. PARKING, HANGARAGE, AND LONG-TERM STORAGE OF AIRCRAFT
3.1 It is determined to be 50% of the landing fees for every 24 hours or parts thereof, and the first three hours of accommodation are exempt, provided that the accommodation period does not exceed three months.
3.2The time for parking and waiting service is calculated from the time the aircraft starts parked after the wheel chocks are in place until the wheel chocks are removed for takeoff.
4. Navigation service fees and facilities are provided to each aircraft flying over Syrian airspace

5 Reductions
5.1 A discount 50% is granted on the first item as follows:
5.2 Aircraft of national carriers operating domestic flights between Syrian airports
5.3 Aircraft registered to the national carrier and private aircraft registered in the Syrian Arab Republic
5.4 Foreign aircraft on domestic flights between domestic airports
5.5 Foreign aircraft used for training or flight crew testing for licensing or qualification purposes, or for testing aircraft equipment and systems.
5.6 Airlines or their authorized agents are obligated to pay the fees due under these regulations and laws in US dollars or its equivalent in euros on the date of payment according to the approved exchange rate bulletin issued by the Central Bank of Syria within twenty days from the date of their demand to the accounts of the General Authority of Civil Aviation . Landing and overflight permits for the aircraft of these companies shall be withheld in the event of non-payment.
5.7 Syrian Arab Airlines or any national company whose aircraft are registered in the Syrian Arab Republic shall pay the service fees due in accordance with the provisions of this law in local currency and at the official rate approved and issued by the Central Bank of Syria.
6 Exemptions
The following are exempt from landing, parking, and waiting service fees, as outlined in paragraph 1 of the AIP:
6.1 Aircraft carrying heads of state and monarchs.
6.2 Aircraft of official delegations arriving in or departing from the country.
6.3 Aircraft participating free of charge in search and rescue, relief, ambulance, or aid operations of all kinds, and other humanitarian services.
6.4 Aircraft of aviation institutes and clubs accredited by their respective governments, provided there is reciprocity.
6.5 Aircraft conducting technical tests of navigation equipment
6.6 National aircraft conducting non-commercial flights for training or testing purposes, including aircraft, equipment, and systems
6.7 National military aircraft
6.8 Aircraft that land immediately after takeoff for technical reasons, due to weather, or based on instructions issued by the relevant authorities in the Syrian Arab Republic
6.9 Aircraft that the Prime Minister's office considers exempt.
6.10 Aircraft flying in Syrian airspace without landing are exempt from navigation service and facility fees as follows:
- Aircraft that transport heads of state and kings are based on the principle of reciprocity.
- Aircraft that participate free of charge in search and rescue, relief, ambulance, or aid operations of all kinds, and other humanitarian services.
- Aircraft belonging to flight schools and clubs accredited by their respective governments are subject to the principle of reciprocity.
6.11 The General Authority of Civil Aviation may contract with a competent external or internal entity to collect the fees stipulated in paragraph one of the AIP, in a manner that safeguards the interests and rights of the General Authority of Civil Aviation .
6.12 The fees, allowances, and provisions mentioned will be reviewed as necessary, and any conflicting provisions will be terminated wherever they exist.
